"One" is how some people like to refer to themselves -often in an attempt to sound more sophisticated. The English royals are very fond of doing this. Instead of saying, "I do enjoy champagne and caviar", His or Her Royal Highness might say, "One does enjoy champagne and caviar."

"Uppity" is a rather derogatory way of saying snobbish and/or arogant. It's typically used to describe people have nothing to be snobbish about.
