Whatever the meaning of BM, it is between you and that person really. There are no offical 'rules' for collaring beyond that it should be mutual and that the person wants to be collared by you.

Obviously – if one meets another person they find interesting, and if they manage to engage in communication, and find each other appealing … the collaring would be, hopefully, something meaningful to both of you. That is, of course, given that the sub/slave wishes to be collared .
